For eight years, municipalities did not have to pay into the State pension systems for firefighters and police officers, enjoying a so-called "Pension Holiday." Firefighters and police officers still contributed 8.5% of their salaries into the pension system. When municipalities had to start paying into the pension system, they were not required to repay any money they saved. Yet they blamed firefighters and police officers for budget shortfalls when the real shortfalls were caused by poor financial planning on their part.
